Hello Everyone, Pumping
Station: In response to some questions asked at the annual
meeting, the closing interest rate for the 30 year pumping
station loan is just below 3.1% (3.099999 to be
exact). As of December 22, the final costs of the
project had not been determined; the final costs of some items
remain in negotiation between the county and the
contractor. According to my source at the county, it is
unlikely that you will get in January a bill for the first of
30 annual installments to cover your share of Dreams Landing's
portion of the capital costs and debt service on the pumping station
project, now in service. What is likely is that
we will be billed later in 2009 for the first installment
sometime after the project's costs have been finalized, with
payment due afterward in approximately 60 days. In
future years, you should receive your annual installment bill
in the January or each year.

Here is a quick update on the project. We
met with a fence Contractor on Friday to discuss a fence
similar to the one around the pool. They will
be providing us with proposal either today (Tues.) or
Wednesday. The timing on this was most likely three
weeks from placement of the order until the fence is
installed.
We authorized the Contractor to install a
temporary railing on Friday. I am hoping they will
complete the work by Tuesday or Wednesday. After that
is complete, I will talk to our Operations staff about
starting up the facility.
I appreciate your
patience, and will advise you and any new
developments.

Attached are
the final unit-by-unit annual payment figures for the
capital project construction costs of the public
sewer. Payments will be billed directly to unit
owners annually in January, in 30 installments,
beginning in January
2008.

Thanks to everyone for all your help
in preparation for the hearing before the county
council. Also, the large turn out from the community
helped!! What a show. Ray , Bernadette and I spoke as did
Marty Snider.
Now, we await the final vote which is
planned for Sept. 5th. Also, two amendments were
asked for and approved. First, the rate per
household went from $34.29 to $34.83 (to correct a math
error), The second amendment was to allow the
county to bill DL condo owners
individually.

Hello
Everyone,
We now have heard from Anne Arundel
County regarding the approximate final cost of
converting to public sewer.
First of all, each unit will be
assessed $3,000, one-time, as a so called
"connection fee." Actually, this is not a cost to
make the physical connection to public
sewer. Instead, this is the cost
to each unit for purchasing capacity in the
county wastewater treatment system. Nothing new
here; this charge is exactly as described in all
previous meetings. Again, this $3,000 cost is
assessed one time only.
What is new is that we now have
what we believe will be the final unit-by-unit cost
for the the debt service and amortization of
Dreams Landing's share of the total capital project
cost. As you may be aware, the lowest bid on
the project came in higher than originally had been
estimated (not so good news). However, with the
help of the county, we have been able to
arrange what might be described as "hybrid"
financing with the county and state participating
together. This arrangement has made it
possible for us to get a 30 year loan at a rate of
2.32% instead of the 5.83%
originally quoted by the county as a
possibility. The net result is that the annual
unit costs will be about 10.44% lower than
estimated by the county in 2004 (much better
news). In summary, while the project costs
are a bit higher, the better financing arrangement,
with its lower rate, has made the total annual cost
lower by about 10.44% for each unit.
So that you may compare the estimated
unit costs, then and now, attached are two spread
sheet files, one labeled "nov 10 handout 3 (2004)" and
the newer file labeled "final state rate 30 yrs by
ownership (1)(2006)." The second file (2006) shows
what your new annual unit cost will be over 30
years. While the file for the newer payment
numbers reads "estimated annual payments," I have been
told that any changes here are unlikely and would be
minor in any case.
As of this writing, the whole package
has one step to go: It has been approved by the
county executive and must be voted upon by the county
council. That is the last step. The county
auditor, who is the senior finance person for the
council, has approved this package and, virtually
always, the council accepts the auditor's recommendation
on such matters.
Tomorrow evening I will present this
information at the BOD meeting. I am sending it to
you now so that you may consider it and bring any
questions you have to that meeting. Also, there
will be limited opportunity to ask questions of me in
the days that follow since Mary and I are leaving on
June 30 and probably will not return until August
15.
We all owe a great debt of gratitude
to Vicki Lathom for her ten years efforts on this
project. Also, I believe we need to acknowledge
the wonderful assistance we have received from so many
in offices at county government who helped us
overcome many possible obstacles along the
way.

This is per our project
manager as of yesterday: 4/20/06
Will take about
two months to finalize all the legal, financial and
engineering aspects of the bid. Appears to be
Ferguson, which is a company which has done business
with the county for 30 years. The county is
legally required to start with the lowest bid, but then
make sure all the bases have been covered.
The
county does not bill us (for reimbursement) until the
project is finished, which is at least a year and a
half away. Which means that those of you who
are going to sell off your first child (dog or cat) to
pay, have some time...and, if needed, we will have a
loan arrangement with, hopefully, a very good
interest rate.
The county plans for July
construction start. The current expectation is
for a one year construction.
As far as the
force main, it will be "directional drilling" which
means they only have to dig small pits 500 to 1,000
feet apart (up the road) and the actual pipe is kind
of "rotor rooted" under the ground.

county is currently in the design process of
the public sewer project. The bid
package was delayed but the county
expects to have it out in January.
The county still plans to start construction
in 2006. Construction is expected

The county is very active on the project right now.
There are a lot of legal issues to deal with and we are
doing that step by step. Doing this project with a
condo as a partner is breaking new ground for the
county.
The county is in the process of getting permits
(lots of them) and is simultaneously putting together the
bid packages to send out soon. Normally, they wait
until the permitting is done before going out to bid, but
they're changing the process because of pressure from us and
the state. Once a bid is accepted, we will have a
firm price and then the county will be going to the state
for the low cost loan this fall. If it goes
according to Hoyle, they hope for construction to begin after
the first of the year.

Sorry I haven't written. We are in the process of
obtaining permits for variance, building and
grading. Project's construction contract will be
advertised as soon as permits are obtained. We hope that
we will receive bids for construction in October/November....
We are talking with State to close the loan in the fall.
Will want to wait until bids are received... We have to go to
Council with Special Rate Legislation that says that the front
foot rate exceeds the current maximum of $9.83 per foot.
Should be a busy fall... Hope all is well with
you.

County Sewer Proposal Vote .
1. In re: vote
taken by unit owners regarding latest design proposal
and estimated costs. County required
51%. Vote
as of 12/11/04 is approximately 85% in favor. County is
pursuing working with state on getting documents
required for state loan funds included in the
construction bid packages and to send out bid
packages.
If bid costs go up, another
rate vote will be needed, according to the county.
