CALL TO ORDER: The meeting was called to order at 7:05 PM.

 

 

MINUTES:

 

Upon motion, the minutes of the April 26, 2005 meeting were approved as submitted.

 

 

 

NEXT BOARD MEETING: The next Board meeting will be held on Tuesday, June 28, 2005 at 7:00 PM.

MANAGEMENT REPORT

 

Dennis Sesplankis addressed the following issues:

·        The concrete work to restore the sidewalks in the upper quad area is expected to begin within a week.  Weather has caused delays.

·        Ceiling leaks have been reported in both the 800 and 1200 buildings.  These are apparently attributable to roof problems.  Brodie engaged a contractor to clean debris from the roofs, and an inspection to determine what repairs are necessary will be conducted immediately.

·        Windows will be installed between the pool house room and the pool deck.  The cost will be $2,675.

·        Annual termite inspection and spraying was conducted by Economy Pest Control on May 18th.

OWNERS’ ISSUES

 

Cardie Templeton asked the Board if the condominium association should reimburse her for costs she sustained as a result of water damage to her unit caused by a foundation leak.  The Board recognized that the damage resulted from an exterior defect, not window related, such that it would be covered under the master insurance policy.  Thus, it was agreed that the unit owner should be reimbursed for reasonable costs.

 

Eva Gholson related that her unit in the 800 building experienced repeated ceiling leaks during periods of rain.  This led to a general discussion of the flat roofs on the three apartment buildings.  Brodie will engage an appropriate contractor to inspect and advise as to whether one or more of the roofs need replacement and also as to the feasibility and cost to install peaked roofs.  In the meantime, the Board directed Brodie to do whatever is necessary to affect a short term fix of the leaking problem.

COMMITTEE REPORTS

 

ARCHITECTURE COMMITTEE:

Randy Old has agreed to be the Board liaison to the committee.

 

FITNESS CLUB:

Jill Voran reported that one of the two treadmills is still not in working order and needs a new motor.  The Board approved the purchase of a new Noramco 4600 unit at a cost of $3,950 (plus $300 shipping fee).  There have been complaints about the humidity in the fitness room.  The club will look into the feasibility of installing a dehumidifier.

         

GROUNDS:

No report.

 

MARINA COMMITTEE:

A boat visiting the marina over the Memorial Day weekend inadvertently ruptured the marina water supply line.  Scardinia Plumbing has been engaged to make the necessary repairs.  The host of the visiting boat will be billed for the cost of repairing the water supply line.

 

PET COMMITTEE:

No report.

 

POOL:

Ray Turner reported that the pool is now open for the season.  The annual “pool letter” will soon be mailed to all residents.  Everyone using the pool must sign in upon entering the pool area; residents are responsible for signing in any guests.  The propane tanks for the heating system have been filled.  Ray explained that the heating system takes time to work and does not instantly raise the water temperature.  The lifeguards are not authorized to turn the heater on.

 

SECURITY/PARKING:

No report.

 

 

 

SEWER:

Vicki advised that the Maryland Department of the Environment has received several permit applications relating to the Dreams Landing project.

NOTICE:  THE BOARD HAS NOTED AN INCREASE IN CIGARETTE BUTTS DISCARDED ON COMMON AREAS, ESPECIALLY AROUND THE DECK AND POOL HOUSE PARKING AREA.  THIS IS NOT ONLY UNSIGHTLY, BUT CONSTITUTES AN ENVIRONMENTAL ISSUE.

TREASURER’S REPORT

 

Ray Turner reported that we are currently running about 2% under budget.  Snow removal is already over budget, and sewage treatment plant maintenance is currently at $5,200 and clearly will exceed the $6,000 annual budgeted amount.

OLD BUSINESS

 

There are four benches located at various places along the waterfront.  All are in various stages of disrepair.  Dennis Seymour volunteered to research the best price of replacing three of the benches.

NEW BUSINESS

 

Ray Turner observed that the bicycle storage room located in the 300 building is overfilled.  Many of the bikes appear to be unused and perhaps abandoned.  The Board is considering requiring that ownership of the bikes be identified so that any abandoned ones can be removed.  Additionally, the Board is considering the institution of a minimal annual fee ($25) for use of this common area.

 

Both Dennis Seymour and Rusty Bergen related their observations of a mass intrusion onto the Dreams Landing waterfront which took place on Sunday morning of Memorial Day weekend.  Rusty recounted that he observed around 8:00 that morning that the pool house parking lot was entirely filled.  Additionally, several people were on the deck and the stairway, and that many people were going in and out of the pool house, apparently to use the bathrooms.  He secured the outer gate to the pool house but it was reopened within minutes.  Dennis was working on his boat when he discovered a large number of people at various locations on the marina pier.  He repeatedly advised individuals that they were not allowed on the pier, but others continued to enter.  Dennis counted over 100 people, obviously not Dreams Landing residents or guests, gathered on the marina, hillside and pool deck.

 

Apparently a rowing  competition involving the Naval Academy and one or more other schools taking place on the Severn.  It appears that someone at or related to the Academy passed along the word to parents and spectators that Dreams Landing would be a good place to view the event.  A similar incident occurred around the same time last year.  The Board agreed that a letter should be sent to the Superintendent of the Academy expressing our concern.

 

This led to a discussion about how there has been a general increase in the frequency of trespass intrusions onto Dreams Landing property.  The Board agreed that we need to look into the adequacy of our signage as to how this is a private community which doesn’t permit trespass.  Dennis will consult with marina slip license holders to see if there is a consensus concerning installing an access gate to the pier and/or other marina security measures.
